Package Manager (30/09/2024) Doha, Qatar
We are looking for a Package Manager for one of our clients with the following details:
Location: Doha, Qatar /Oman
Start Date: 15-OCT-2024
End Date: 30-SEP-2028
Doha Logistics allowance: SINGLE status
Qualification and Experience Required:
- Bachelor’s Degree in Engineering or equivalent
- Minimum 18 Years in Offshore Oil & Gas projects with Minimum 8 Years’ experience as Senior Project Engineer or Package Lead.
- Experience within a project team: At least 10 years’ experience at senior level within large multinational taskforce team environment.
- Experience in conventional offshore facilities at EPCIC stage is preferred.
Job-Specific Skills (Generic / Technical):
- Competence in use of MS Office applications like Excel, Word and Power Point, knowledge of MS Access preferred,
- Good leadership skills and good communication skills,
- Ability to work on projects in a complex and multicultural environment,
- H2S OPITO and T-BOSIET trainings,
- Good Analytical Skills,
- Language: Fluent English,
- Familiar with company General Specifications, CMS standards and relevant international codes and standards.
Activities:
- To promote & comply with applicable safety instructions and other company HSE procedures in all activities,
- To carry out work in compliance with company values and policies, relevant laws and regulations, agreed company priorities and objectives, company standards and procedures and good industry practices,
- To treat all information obtained during course of the work with confidentiality,
- To mobilize, organize and manage the teams required to carry out the work and define authority and responsibilities for each member of Package team,
- To establish and manage a team with high level of motivation and diligently to meet the Package requirements,
- To establish lean management system in the Package organization through training, deployment of lean tools and delivery of results,
- To assist in defining the Package LOP budget and Work Time Schedule with objective to reduce the costs and optimize the duration and to ensure compliance with these up to Project Close-out,
- To keep management and shareholders regularly and properly informed on Package schedule with forecast for the Project completion through an efficient reporting system,
- To interface with Field Operations team members in developing SIMOPS, tie-ins and shutdown scope, philosophy and schedule for the site activities - new platforms installation, hook-up, commissioning and integration works,
- To interface with Project other Packages and with company stakeholders for offshore works,
- To manage assistance from shareholder specialists (remote head office), when required during all phases,
- To define the Project contracting strategy and procurement (LLI) strategies if applicable,
- To actively participate in CFT, bid evaluations including technical and commercial analysis of offers for contractor selection for EPCIC,
- To assist Project Manager to compile dossier and make presentation to obtain all necessary internal (validation committees TIF, TAC, CPC, CPAC) and external (Shareholders) approvals for Project contract awards,
- To ensure timely finalization of contractual documents and contract awards for EPCIC,
- To manage Detail Engineering and Construction Works progress including follow-up of engineering and vendor documentation reviews to ensure compliance with design dossier, SOR, Company specifications, corporate standard and HSE regulation, international codes and classification society rules,
- To promote value engineering in the design with objective to reduce Project capital and life cycle costs,
- To ensure, in collaboration with Engineering Lead that engineering deliverables produced by EPCIC contractors are properly assigned to and reviewed by appropriately qualified Project personnel within the specified time period,
- To supervise, control, review, and co-ordinate EPCIC development in compliance with project specifications and procedures, company specifications, with respect of cost, schedule and applicable level of quality and safety,
- To ensure EPCIC contract management with regards to all technical, commercial, and contractual issues arising during Package execution and liaise with the Project Manager on regular basis on those matters,
- To promote “No design change policy”, in order to deliver the Project in time and costs,
- To ensure that the design of the platforms meets all statutory host country and, where applicable, international requirements,
- To ensure that contractor queries are reviewed and responded to in a timely manner,
- To ensure implementation of the Management Of Change process,
- To manage potential deviations from the company referential for final decision on whether or not to implement,
- To schedule and organize HAZID/ HAZOP/ Project Reviews sessions with the company, Contractors and vendors teams, ensure all necessary technical reviews are planned and executed, and actions closed out in a systematic manner,
- To ensure engineering support to construction and commissioning teams until handover to operations,
- To promote alternatives solutions to reduce and to optimise the duration for offshore installations, brownfield works and integration with existing facilities,
- To ensure close coordination within team on all engineering, constructability, and operational matters,
- To ensure that relevant feedback from previous similar projects are considered to enhance project works performance,
- To setup and manage weekly and monthly meetings with Contractors, and call specific ad hoc meetings as required,
- To ensure Company participation in equipment FAT, SAT and other inspections at site/vendor premises as required
- To participate in follow up on the Project progress and risk reporting,
- To issue timely reply to various correspondences and issue correspondences on Company concerns as required,
- To manage timely handover of completed projects to Operations,
- To manage close out of all the stages from Detail Engineering, Commissioning, performance tests completion, settlement of any claims, execution of close out certificates including for warranty period commencement, transfer and archiving of final documentations and issuance of close out reports,
- To carry out any other duty or task that may be assigned by hierarchical superiors.
