Responsibilities:
PRIMARY PURPOSE:
- Lead and manage all activities relating to HSE Compliance & Governance. Develop, update and maintain corporate HSE&S MS. Developing, implementing and monitoring SQM (Safety Quality Management)/ contractors audit program. Ensuring HSE&S compliance with applicable legislation and regulations, international standards and best practices. Provide technical expertise to management concerning developing of business unit / UPS & DWS regional documentation to promote continuous improvement of existing system and processes. Oversee activities related to HSE&S MS, audits and evaluation of performance to facilitate management decision making.
RESPONSIBILITIES:
- Manage HSE&S compliance activities to ensure effective implementation of HSE&S management system, policies, procedures and programs across The Company as well as for contractors during their contracts with DEL.
- Develop a road map for improvement of existing HSE&S management system to be in line with applicable legislation, regulations, and international standards e.g. IMS/ISO 9001, ISO 14001, OHSAS 18001. Meet requirements and attainment of relevant ISO certification.
- Manage the review of HSE&S documents for compliance with IMS and other HSE&S requirements. Mapping and documenting HSE&S business processes to identify opportunities for improving implementation and efficiency.
- Develop and maintain a centralized database of all IMS, Regional document procedures applicable across the company, including work procedures for Business Units activities across The Company.
- Develop and revise HSE&S documents, engaging stakeholders during the development and review processes to ensure their concerns are addressed and buy-in is obtained.
- Promote continuous improvement by evaluating performance and providing feedback to management.
- Manage and ensure effective implementation of auditing system procedure and all requirements relating to audit and review as they apply to respective Business Units activities across The Company.
- Establish and manage uniform methods for planning, performing and reporting of audits, as well as following up and closing out audit findings and corrective actions from various sources efficiently, promptly and cost effectively.
- Develop a mechanism procedure for monitoring progress on audit, close out of sessions and reporting process.
- Develop HSE&S corporate annual audit program to identified high risk, with the greatest potential to disturb The Company business.
- Manage and lead all SQM (Safety Quality Management) audits as well as performance review.
- Manage all external Stakeholders audits conducted on The Company by being the overall focal point for audit preparation activities, tracking and following up on identified corrective actions.
- Develop HSE&S performance standards and verify acceptance criteria that comply with local legislative requirements and international standards.
- Provide periodical input and assist in generation of HSE&S reports / presentations for The Company Management, internal and external stakeholders.
- Assist HSE&S management in maintaining respective databases of all applicable legislation, contractual obligations and conditions to be complied with.
- Periodical review of database to ensure it is sorted correctly to include only those legislations, regulations, permits, consents, licenses and contractual agreements that apply to them.
- Manage the HSE&S Compliance & Governance team in generating statistical information, to facilitate management decision making.
- Assist in developing of HSE&S Business Plan to dovetail in The Company Strategic Business Plan and HSE&S KPI’s. Monitor, review and report on updates of HSE&S Departmental Objectives and KPIs.
- Perform other similar or department related duties as assigned by Senior Manager HSE Methods & Business Support.
QUALIFICATIONS & EXPERIENCE:
- Bachelor’s degree in relevant discipline.
- 10 years’ relevant experience in HSE in the Oil & Gas industry, including at least 5 years in positions of progressively increasing managerial responsibilities.
