Estates Bursar- Interim- 12 months (Benenden Estates/MR) Cranbrook, England

Benenden School enjoys a beautiful and historic 250 acre parkland setting in the Weald of Kent.They are now seeking a full-time Interim Estates Bursar for an initial period of 12 months.
The Interim Estate’s Bursar’s responsibilities include but are not limited to:
• Managing all aspects of running and maintaining the School estate and its facilities.
• Managing minor building development projects.
• Working with the Project Consultant and Project Manager to support the School’s building projects.
• Ensuring the School is at all times fully compliant with regards to ISI, H&S and all elements of legislation as required in this role.
• Acting as the School's representative with architects, professional advisers and contractors for some H&S and Fire Risk Assessment.
• Inputting to and managing estates implications of School strategy.
• Working closely with the Senior Management Team and members of the Bursarial team for work which affects their areas of expertise, in particular, Finance for budgeting and forecasting, Housekeeping for completion of works and any area affecting the general working of the School which impacts on that area of work;
Staff Management
• Responsible for a team including H&S Administrator, Helpdesk Administrator, Site Maintenance team members.
• Managing staff performance including annual appraisals.
• Ensuring all training is up to date.
Estate Management
• Managing minor building development projects in close co-operation with the Director of Finance and Operations and the Headmistress.
• Managing major projects except when a Project Director is appointed, in which case will work closely with them providing all necessary information and documentation.
• Working closely with the Director of Finance and Operations to prepare or have prepared plans and specifications for refurbishment extensions and new buildings. If an external project manager is not appointed, to act as project manager.
• Overseeing the daily maintenance of all areas of the School including the handling of minor repair requests to ensure they are completed.
• Managing the intruder alarms, coded door entry system and general security of the estate.
Safety, Health and The Environment
• The post requires the individual to act as the Health & Safety Officer for the School and is responsible to the Director of Finance and Operations, Deputy Head and Headmistress for all matters SH&E. The post-holder is required to actively manage this key function, to ensure appropriate compliance with health and safety legislation at all times. This responsibility will include undertaking risk assessments, contractor safety checks and fire safety.
• Managing of waste systems including measures to minimise waste and maximise recycling and reuse.
• Ensuring compliance with all relevant waste legislation and forward planning to ensure future compliance.
Contractors
• Managing the Grounds contractor and monitor service against service level agreements as set out in the formal contract. The contractor is responsible for the general maintenance of playing fields, landscaped areas, gardens, drives and open spaces.
• Monitoring the performance of outside contractors. Maintaining the register of Disclosure and Barring Service (DBS) documentation for contractors.
Maintenance and Improvement
• Developing and overseeing the rolling programme of maintenance and improvement, to include the preparation of planning schedules and cost plans, and procuring contractors.
Utilities Management
• Effective management of all utilities provision to effectively maximise the purchasing power of Benenden School.
• Monitoring usage to minimise wastage.
• Adopting appropriate methods to ensure continuity of supply of services and business continuity.
MIS
• Developing and provision of comprehensive and transparent planning and budgeting documentation and progress reporting.
Other
• Responsible for Disaster Recovery and BCM planning and testing.
• Managing effectively delegated budgets.
• Managing the maintenance of department vehicles.
• Actively contribute as required during the school's occasions/functions when the assistance of all departments is required and to participate in the life of the School as required by the Headmistress and Director of Finance and Operations.
• Working with other staff to maintain effective communication systems, particularly between staff and other outside contractors, as appropriate.
• Ensuring customer relations are maintained at the highest possible standard on all occasions.
• Positively promoting the School on all appropriate occasions.
• Working with colleagues to promote and maintain high standards of professionalism in the operations, maintenance and development of facilities of the School.
• Undertaking such other comparable duties as detailed by the Headmistress/Director of Finance and Operations.
