Head of Commissioning
North Field West (NFW) Onshore Department
Job Purpose
Ensuring EPC Contractor delivers all aspects related to preparation, coordination, planning and execution of the Pre-Commissioning and Commissioning activities in accordance with the Project Schedule.
To ensure that Contractor’s completion software and associated database are ready before PCC execution phases.
Participate and support FEED activities to ensure priorities and systems are captured in the Project documents.
Provide leadership to their team and coordination with the Project Management Team members as required.
Provide day-to-day coordination with its EPC Contractor counterpart, site activities of multi-disciplines team.
Provide regular reporting to Commissioning Manager, to anticipate on technical, commercial and contractual issues.
Job Context & Major Challenge(s)
• Managing and communication with multi-cultural teams with diverse cultures and behaviours.
• Supervise, review and approve EPC Contractor deliverables and associated pre-commissioning and commissioning database.
• Maintain a constructive working relationship with EPC contractor to ensure safe and flawless preparation, execution and delivery of the pre- commissioning and commissioning works and activities in compliance with the contract requirements.
• Very large and complex facilities, including early and prolonged SIMOPS. Large scope related to LNG Process, that is on the critical path of the Project with the main refrigerant compressors.
Achieve a smooth and flawless Commissioning execution to ensure a seamless start up.
Key Job Accountabilities
1. Providing visible safety leadership and care for people in line with CLIENT LNG and the Project vision.
2. Responsible for overseeing the overall pre-commissioning & commissioning activities and works for the NFW Project, ensuring EPC Contractor delivery of all aspects related to preparation, coordination, planning and execution of the pre-commissioning and commissioning activities in accordance with the Project Schedule.
3. Participate to engineering (Plot Plans, HAZOP, SIL assessment, 3D Model) and Constructability Reviews that are essential for a proper planning and execution of the pre-commissioning and commissioning activities and works.
4. Participate to factory acceptance tests of critical packages and equipment when required.
5. Provide concise but comprehensive weekly and monthly reporting to the PMT, including actions and mitigations as applicable.
6. Provide leadership to his team to drive decisions for multi-discipline issues.
7. Drive alignment and decision making between the various stakeholders.
8. Anticipate technical issues, changes in the work, delays and potential claims from the EPC Contractor and escalate to the relevant personnel.
9. Ensuring Contractor controls change in accordance with project procedures, identifying schedule and contractual impact.
10. Understand interdisciplinary dependencies to be able to make judgements on overall commissioning decisions having multi-disciplines impacts. Applies risk management techniques to facilitate decision making. Validate RFC, RFSU certificates, Gas-In certificates and associated dossiers before signature by Commissioning Manager
Qualifications
Bachelor’s Degree in Applied Sciences or Engineering
Knowledge and/or Experience
At 10 years’ experience in various project phases such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
Experience with Oil & Gas companies, Contractors, or Service Companies.
Knowledge in projects execution, engineering, operations, pre- commissioning, commissioning and systems completion.
Expert in engineering design standards, specifications, codes, operating equipment in the Oil & Gas industry, and appropriate safety criteria.
Experience in contract specification compliance requirements, including codes and standards.
Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc.
Experience managing Brownfield Projects and Simultaneous Operations (SIMOPS).
Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
Broad experience in the handover process from EPC Contractor to the Company Organization at Major Oil and Gas Project.
Experience in start-up support to Operation.
Strong leadership skills, with experience leading multi-discipline teams, EPC Contractors and working closely with operations and end-users.
Familiar and conversant with systemization, system completion database, PCC procedures, including SIMOPS.
Proven experience with commissioning of Process Licensed Units.
Experience with major and first tier EPC Contractors, Sub- contractors and Vendors involved in the LNG industry.
