Job Title

Tender Sourcing Leader (TSL)

 

Purpose of the Job

Coordinates all sourcing/ Procurement activities related to Tenders in order to allow to competitive bidding and on-time deliveries for projects.

Acts in line with Commodity strategies and promotes co-design and early supplier involvement.

Report directly to SS&I Tender Sourcing Leader

 

Network & Links

Tender Sourcing platform, Commodity Managers,Suppliers and Work Package Owners for subcontracting

Engineering department (design & development)

Tender & Bid managers

Mission

Objectives

For each Tender / project:

·        Ensure convergence of Sourcing Commodity strategies with Tenders / Bids

·        Manage sourcing QCDP commitment into Tender

·        Develop network with Tender & Project organization in order to anticipate sourcing needs allowing competitive bidding.

Measurement

·        Tender Sourcing Plan validation

·        ASIP savings + ambition coverage

·        On time deliveries for projects

Responsibilities

Pilot all sourcing activities for Tenders & Projects in SS&I

• Defines Sourcing Specificand BtB contractual conditions

Organizes the interfaces between Sourcing and ProjectWorkpackage Owners(Engineering,Project Material Controller,Installation Managers, …)

Ensures that all project contacts with supply markets are channelled through sourcing or that sourcing is kept informed in case of minor contact

Takes part in supplier selection=> In line with Sourcing Commodities Strategy

Sourcing representative for Tender and Gate reviews

Prepares by delegation of Project Manager the sourcing WP commitments (gaps, S.A.M.P., R.A.M.P.,..)

Coordinates Sourcing activities with the ‘subcontractors’ upon delegation of Bid/tender Manager

Overlooks supply chainprocurement deliverables

Is the Sourcing Representative in the Tender Team

Provides return of experience to platform and anticipates sourcing needs for future tenders.

  • Candidate Requirements

Educational Requirements

Bachelors or equivalent in Engineering, business management or purchasing

Desired Knowledge / Experience

Minimum of 3 years experience in supplier negotiation for industrial goods.

Operational dealing within projects in sourcing, engineering or commercial.

Excellent communication skills (written + verbal – English. French is a plus but not mandatory)
