We are looking for a SURF Procurement Engineer for one of our clients with the following details: 

Start date: 01-AUG-2024

End Date: 30-APR-2026

Location: Doha, Qatar / Tianjin, China

Work status: Residential, Single

 ACTIVITIES

  • To carry out work in compliance with Company values and policies, relevant laws and regulations, agreed Company priorities and objectives, Company standards and procedures,
  • To treat all information obtained during course of the work with confidentiality,
  • To review and approve EPCIC Contractors Procurement manpower and key personnel,
  • To review and approve , EPCIC Contractors Cost plus Items Procedure Supply Chain Management Procedures, Expediting Plans and other Procurement documentations and advise any Improvement required,
  • To follow-up with EPCIC Contractors to ensure timely issuance of necessary deliverables to Subcontracts/POs,
  • To follow-up during EPCIC execution, RFQ preparation, technical bid evaluation, standardization, and to make sure the key dates are in-line with Procurement Plan,
  • To coordinate with Field Operations ensuring attendance to key reviews / inspections and necessary input in design as necessary,
  • Work with Company’s Engineering, QAQC, other relevant disciplines and Ruya PMT Procurement Team on Pre-qualification of new Vendors as requested by EPCIC, evaluation and selection criteria, and participate in Vendor’s audits if necessary,
  • To develop PQ Tracking register and monitor the PQs and timely resolution of all Prequalification’s.
  • Ensure proper execution of EPCIC subcontracts/ and POs and coordinate documentation review,
  • Expertise in awareness of the supply situation including area sources of supply, material availability and current delivery, investigate and develop new sources of supply as needed.
  • Experience in commercial bid evaluation, commercial negotiations for cost plus items to meet the COMPANY budgeted norms along with EPCIC Contractor when required.
  • Review EPCIC and Company surveillance plan with Package and QAQC Lead and to ensure proper execution by EPCIC. Ensure and Expedite EPCIC on proper delivery of Vendor Documentation and timely approval/comments by Company, including delivery of Vendor Data Book, as needed to expedite Vendors directly for real time status of order execution, highlighting the concerns to management to avoid slippages during execution.
  • To oversee all EPCIC Project Procurement activities - monitor and report progress, check and analyse Contractor’s Procurement Status Report and advise Project Management Team on any anticipated issue,
  • Expediting EPCIC Contractor on timely delivery of all Materials to meet the ROS dates, attending expediting meetings as necessary and reporting,
  • In case of slippage in schedule, liaise with other teams involved (engineering, construction, commissioning) to propose remedial actions for implementation by EPCIC Contractor,
  • To attend Project progress reviews and identify the Procurement risks and advise mitigation strategies,
  • To participate in and/or manage weekly and monthly meetings with Contractor Procurement team, and call ad hoc meetings as required,
  • Evaluate vendors’ performance along with QAQC and discipline engineers upon completion of deliveries,
  • Participate to Spare Parts management and procurement by Contractor in accordance with EPCIC Contract and coordination with FOPS, end users and warehouse,
  • To follow-up and monitor Vendors’ representatives’ mobilization by EPCIC Contractor for all phases of the Project,
  • Promote a “no change policy” to meet budget and schedule constraints without impairing quality and safety of the EPCIC activities,
  • To ensure close coordination within Project team on all engineering, constructability, and operational matters.
  • To ensure that relevant lessons learned from previous projects are considered for Project works performance, and to report lessons learned on the current Package.
  • Overseeing and supervising of other Procurement Engineers of the assigned Package

QUALIFICATIONS & EXPERIENCE

  • Qualification: Essential Bachelor’s degree in any Engineering disciplines, Desirable MBA in Supply Chain Management
  • Experience: Min. 15 years’ relevant experience in Onshore/Offshore oil & gas projects within EPCIC/EPCM environment is a must in which 15-20 years of experience in monitoring of EPC Contractors Procurement activities within Oil and Gas Operating Companies
  • Experience with TOTAL standards, Prequalification and Procurement Process and Procedures
  • Available for technical missions worldwide,
  • Language: Fluent English,
  • Computer literate,
  • Good leadership skills and good communication skills,
  • Ability to work on projects in a complex and multicultural environment,
  • Good analytical skills.
