We are looking for a PC&C Engineer for one of our clients with the following details:
Location: Paris Office Center – Possibility of site visits to Qatar, with a maximum duration of two weeks.
Start Date: ASAP
Contract Duration: 6 months renewable
Qualification and Experience Required:
- Bachelor’s degree in engineering or equivalent
- Languages: English and French.
Job Context:
- As part of a major Liquefied Natural Gas (LNG) project in the Front End Engineering Design (FEED) phase, the Home Office Commissioning Engineer is responsible for the preparation and planning of Process, Control, and Instrumentation (PC&C) activities to be executed in accordance with contractual requirements, quality standards, allocated budget, project schedule, and local regulations. The engineer will be based at the Paris Office Center and will report to the Commissioning Lead Engineer.
Main Duties & Responsibilities:
- Ensure that preparation work is executed with quality and respects the PC&C schedule, budget, and contract during the design phase at the Paris Office Center.
- Report any technical findings or potential safety issues to the hierarchical manager.
- Coordinate with different engineering disciplines involved in project design to ensure that PC&C requirements are incorporated into the detailed design.
- Write and update the Precommissioning and Commissioning Strategy, procedures, method statements, and technical studies, incorporating project and client comments where applicable.
- Develop the Precommissioning and Commissioning sequence to align project requirements with company constraints (Utilities Tie-ins, line cleaning interfaces, blowing, functional prerequisites, etc.).
- Develop the Completion & Handover strategy for the project while maintaining ongoing delivery. Define scope by Construction Work Areas and preliminary systemization.
- Prepare technical studies for key PC&C activities such as Steam blowing, Cooling water commissioning, Refractory dry-out, Fuel gas in, chemical cleaning, etc., to review estimated quantities to support calls for bids for subcontractors/specialized subcontractors.
- Prepare/review the scope of work for Precommissioning and Commissioning subcontractors and review offers.
- Liaise with company representatives, suppliers, and subcontractors to ensure good cohesion and effective communication between project teams.
- Highlight any potential work process improvements or relevant lessons learned to enhance the quality of work.
Tasks:
- Review and comment on PFDs, P&IDs, and discipline drawings to provide commissioning and start-up inputs & technical requirements.
- Define a Preliminary Systems List to support schedule preparation.
- Develop the commissioning sequence and work with the planning team to build detailed level 1 and 2 PC&C schedules.
- Support the subcontracting team in defining the site subcontracted activities' scope of work, roles, and responsibilities.
- Develop method statements and project procedures associated with commissioning and start-up activities.
- Participate in supplier clarifications and the bidding process to ensure commissioning and start-up requirements are considered in the design.
- Coordinate with different disciplines involved in project execution and participate in key multidisciplinary reviews (3D model, HAZOP, PID reviews, etc.) to ensure all commissioning requirements are properly addressed in engineering documentation.
- Prepare Precommissioning/Commissioning Specifications and Procedures according to the progress of engineering and in line with contractual requirements and project standards.
- Develop and compile lists of vendors, spare parts, tools, consumables, and temporary equipment to support the estimation of PCC costs.
- Review engineering technical specifications and supplier documents.
- Prepare and provide inputs for technical workshops and weekly/monthly progress reports on PC&C activities.
