We are looking for a Commissioning Engineer at the Head Office for one of our clients with the following details:

Location : FRANCE / Paris area

Contract Duration ; 1 year

Main missions:

• Ensure that preparatory work is carried out with quality and respect to the schedule, budget and contract during the design phase at the Paris Centre.
• Report any technical findings or potential security issues to their line manager.
• Coordinate with the various engineering disciplines involved in the project design to ensure that PC&C requirements are integrated into the detailed design.
• Write and update the pre-commissioning and commissioning strategy, procedures, methodology statements and technical studies. Incorporate project and client feedback as appropriate.
• Develop the pre-commissioning and commissioning sequence to align NFW requirements with NFS constraints (utility links, line cleaning interfaces, blowing, functional prerequisites, etc.).
• Develop the NFW finalization and transfer strategy, while keeping NFS delivery ongoing. Define the perimeter by construction work zones and preliminary system.
• Preparation of technical studies for key PC&C activities such as steam blowing, cooling water commissioning, refractory drying, fuel gas injection, chemical cleaning, etc., to revise the estimated quantities to support the tender for subcontractors/specialized subcontractors.
• Preparing/reviewing the scope of work for pre-commissioning and commissioning subcontractors and reviewing bids.
• Liaise with company representatives, suppliers and subcontractors to ensure good cohesion and effective communication between project teams.
• Highlight any potential work process improvements or relevant lessons to be learned to improve the quality of work.

Tasks:

• Review and comment on discipline PFDS, P&IDs, and drawings to provide commissioning inputs and technical requirements.
• Define the preliminary list of systems to support the preparation of the schedule.
• Develop the go-live sequence and work with the planning team to build the detailed PC&C schedule levels (Levels 1 and 2).
• Support the outsourcing team in defining the scope of work of the outsourced activities on site, as well as roles and responsibilities.
• Develop project statements of methodology and procedures associated with commissioning and start-up activities.
• Participate in clarifications with suppliers and the tendering process to ensure commissioning and start-up requirements are considered in the design.
• Coordinate with the different disciplines involved in the execution of the project and participate in the main multidisciplinary reviews (3D model, HAZOP, PID reviews, etc.) to ensure that all commissioning requirements are properly addressed in the engineering documentation.
• Prepare pre-commissioning/commissioning specifications and procedures based on engineering progress and in accordance with contractual requirements and project standards.
• Develop and develop lists of suppliers, spare parts, tools, consumables, and temporary equipment to support PCC cost estimation.
• Review engineering technical specifications and supplier documents.
• Prepare/provide inputs to technical workshops and weekly/monthly progress reports of PC&C activities.
