Permit To Work (PTW) Issuing Authorised Person (C886728DH) Enfield, England

Salary: GBP200 - GBP300 per day + Benefits

My client is a world class manufacturing business based in North London, Middlesex. Due to a restructuring of their on-site Engineering Maintenance Team, they have created the new position of Permit To Work (PTW) Issuing Authorised Person. The successful candidate will be required to identify what precautions are required and apply isolations to plant and equipment before a Permit To Work (PTW) is issued to staff and contractors. You will ensure relevant RAMS are in place and that both method statements and safety programmes are followed when writing permits and producing isolation certificates.

Applications are invited from those who have previous experience working in a similar role such as Permit Controller, Safety Controller, Senior Authorised Person, Contractor Coordinator, EHS Issuing Permit Authority, etc. You should be able to demonstrate experience of working under strict safety rules which may include process/utilities/pharmaceutical/nuclear/oil & gas or similar industries. Previous experience of COMAH regulations would be beneficial but not essential.

Key responsibilities:

  • Review and evaluate work requests, ensuring RAMS are relevant to task ensuring that high risk work is carried out in accordance with agreed safety programme, method statement or work instruction and Permits to Work (PTW), when initiated.
  • Identify and apply isolations to plant and equipment through “lock out tag out” system to produce isolation certificates
  • Write permit to work: mechanical/electrical/working at height/confined space etc.
  • Adhere to all safety standards i.e. risk assessment control measures and method statements or work instructions/requests to ensure that work is safely carried out, COSHH assessments when using hazardous substances, manual handling assessments when lifting heavy goods.
  • Issue work permits to permanent & contract staff, and sub-contractors
  • Surrender/cancellation/archive of PTW
  • Gas testing of work areas for confined space entry
  • Manage work permits in work area ensuring simultaneous operations are identified (SimOps)
  • Liaise and coordinate company staff and contractors for maintenance work
  • Ensure that all work is carried out on time, to the correct standard and in accordance with pre-planned or reactive work instructions or project work.
  • Have a thorough understanding of the Safe Systems of Work.
  • Assess the competency of contractors
  • Record and maintain permit log  
  • Record and track isolations though isolation log
  • Attend shutdown planning meeting to identify work programme
  • Provide technical assistance and guidance on matters of safety relating to work related activities.
  • Attend site inspections in accordance with programme and report hazards and associated risk.
  • Immediately report any injury or near miss experienced during the course of carrying out work.
  • Promote continuous systems improvements and good practice.

 

Education, Qualifications, Training and Experience Required:

  • Minimum 2 years in similar role
  • Engineering/Technical background: apprenticeship, degree or similar
  • Safety qualification IOSH/NEBOSH
  • Confined space/gas testing (advantage)
  • Competent in Microsoft office
  • COMAH (advantage)
