Our client is the UK's leading Engineering Support Services company employing over 27,000 people worldwide operating in the Defence, Mining & Construction, Rail, Nuclear, Energy, Property Management and Education & Training sectors.

They are currently recruiting for the position of Capex Buyer, based in Rosyth.

Job Description

  • Liaise with Engineering and Project teams. Where appropriate develop the procurement strategy for each project. Provide assistance in the make or buy decision process.
  • Collate Specifications, Technical and Quality requirements and produce detailed ITT's for formal issue to the Supply Chain.
  • Develop and Implement standard tendering documentation including compliancy and evaluation templates.
  • Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.
  • Manage the ITT process involving all relevant stakeholders and ensure appropriate Technical and End User reviews are incorporated and recorded within the tender review and decision making process.
  • Evaluate Tender responses in terms of Safety, Health & Environment, Quality and Value for Money.
  • Assist in the identification of new suppliers and ensure due diligence is carried out for all new sources of supply.
  • Negotiate Terms and conditions ensuring compliance with relevant International Laws and Trading practices, and INCOTERMS.
  • Negotiate Plant and Machinery maintenance contracts and leasing arrangements.
  • Coordinate contract milestones, drawings, documentation, deliverables (e.g. FAT's and acceptance events).
  • Manage import and export (freight forwarders) requirements i.e. customs docs etc.
  • Manage supply chain risk. Manage the supply base and manage critical supplier performance
  • Evaluate and monitor contract performance following contract placement to ensure compliance with contractual obligations and to determine need for changes.
  • Perform expediting activities and visits to ensure adherence to schedule and milestone activities.

Skills & Experience

  • Experience of Plant and Machinery Procurement and Capital Expenditure Purchases in excess of £500K value.
  • Experience of purchasing at an International level and negotiating in foreign currency.
  • Experience in contract and risk management.
  • Experience with INCOTERMS and international imports.
  • Possession or studying towards MCIPS accreditation.
  • IT skills (MS Office Package).
  • Due to the nature of the projects candidates must be sole British nationals and either hold, or have the potential to satisfy, MoD SC clearance.
  • Good awareness of Procurement best practice procedures.
  • Well-developed interpersonal and communications skills.
  • Commercial and contractual awareness.
  • Analytical & problem solving skills.
  • Excellent negotiating and influencing skills.

This is a permanent position.

The salary for this position is negotiable.
