He is looking for: a Program Manager for the NavAids systems (VOR and DME)
Role: Program Manager - NavAids System

In the field of NAS equipment developments, ensure the delivery of the development work packages consistent with the commitments in term of cost, schedule, performance and quality. The outcomes of the development work packages are complete equipment data packages which include at least updated documents as specifications, architecture, design, design justification, acceptance & report procedures which demonstrate the qualification of a new product baseline.
Main Responsibilities
This activity consists of planning, organizing, controlling and monitoring activities and resources accordingly, so that the development is completed as successfully as possible in spite of all the risks and thanks to the opportunities.
The activities shall be perform in a collaborative way with the main internal stakeholders :
Product System Engineering Managers (SEM) who manage the engineering activities,
External Program Managers (PM) who manage external contracts which requested product evolutions (e.g outcomes of the Development Workpackages)
Engineering Head of disciplines (HoD) who are the line manager of the engineering resources working on the development work package
Product Line Manager (PLM) who is the internal customer in term of product development road map achievement.
Engineering cost estimate engineer who will provide the validated quotations and associated cost model and cost models.
MAIN ACTIVITIES
Define Organisation Breakdown Structure (OBS) and Work Package descriptions based on the delivery-oriented Work Breakdown Structure (WBS) from the Product Breakdown structure (PBS) with the main milestones
Regularly identify, manage and monitor risks & opportunities to master the Estimate at completion (EAC)
Conduct periodical progress meetings with the engineering team and make visible the work progress and decision tree to analyze progress metrics, to perform collaborative problem solving, to proactively manage the schedule and to decide and record decision rationales
Share the Engineering project dashboard with Project Manager and HoD. It includes progress vs forecasts with relevant Key performance Indicators (KPIs), EAC based on defined methods or estimation models, workload and resource needs
Capitalize on engineering data (metrics and KPI) with the engineering cost estimate engineer to be predictable
Pace a short continuous improvement loop into the development strategy, covering: target setting, retrospective / retex, root cause analysis, identification and execution of actions, measurement of results to improve efficiency
Requirements
The candidate shall have a solid experience in Program or Work package management in Development equipment activities, that induces experience on PERT and GANTT practices, resources allocations, Risks and opportunities management and associated tools (Dashboard, Microsoft project, Primavera, Risks registers).
The candidate shall have leadership, communications and negotiation skills to be capable to ensure the commitment of the teams on the work packages outcomes.
It’s desirable that candidate has experience on engineering development process including agile development, earn value management and Lean approach.
